I. The Owners\u2019 Corporation as an entity of collective responsibility<\/h1>\n

Hong Kong is a small place inhabited by a large population, with most citizens living in multi-storey buildings. When people purchase a flat in a multi-storey building, not only do they own the flat, but they also co-own the common parts of the building with the other flat owners. Therefore, every owner of every flat in a multi-storey building is responsible for managing and maintaining the common parts of the building.<\/p>\n

Owners of units in a building or estate may form an owners\u2019 corporation, whose management legally represents all of the building\u2019s owners. The owners\u2019 corporation of a building or estate is, therefore, a legal entity with collective responsibility, meaning that all owners of the building\/estate are liable for every action carried out by the corporation, or lack of action. But the existence of an owners\u2019 corporation does not exonerate each owner from responsibility or liability in the management and maintenance of the commons parts.<\/p>\n

Adoption is a legal process by which parental rights and responsibilities over a child are transferred from the birth parents to the adoptive parents. An adoption in Hong Kong must be effected in accordance with the Adoption Ordinance , Cap. 290<\/a> , Laws of Hong Kong. The guiding principle in the adoption process is the \u201cbest interests of the child\u201d ( section 8<\/a> of the Adoption Ordinance<\/a> ).<\/p>

Local adoption service in Hong Kong is provided by the Adoption Unit of the Social Welfare Department and three non-governmental organizations, as Accredited Bodies:<\/p>
